Copy the following command in your notepad and save as run.reg and run it.
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoRun"=dword:00000001
This will disable your RUN feature.
